3 more facilities soon to rise in Dalaguete
Aside from the newly started road-concreting project of the 3-kilometer section of Dalaguete-Mantalongon-Badian road, three more projects are soon to be benefited by the constituents, two of which had already been started.
Construction of the soon to be “Dalaguete Health Management Complex”, housing the Municipal Health Office and a birthing center, had started last February 2011 and is located at a portion of the reclamation area, fronting Saint Mary’s Academy of Dalaguete in Poblacion.

Last October, works had also started on the proposed multi-purpose building in Barangay Mantalongon dubbed as the “San Isidro Community Center”, a covered basketball court with rest rooms. Extra efforts will be made in order for this project to be completed right in time for the place’s annual fiesta celebration on May.

P45M-enhancement of Mantalongon road officially launched
In five months’ time, residents of at least 13 highland barangays that pass through one of the oldest crisscrossing roads of the province of Cebu and trucks carrying tons of vegetables to be transported to the city would soon find ease accessing this road, as concreting and widening of the 3-km section near Mantalongon proper officially started yesterday, November 9, 2011, through a Ground Breaking Ceremony held at Mag-alambak, Mantalongon with project proponent, Cebu 2nd District Representative Pablo P. Garcia as the honored guest.
Deputy speaker Pabling Garcia never thought twice in pouring such huge amount in just a single project, when asked by Department of Public Works and Highways (DPWH) secretary, Hon. Rogelio L. Singson, to where he would allocate the P45 million amount of project. Only few congressmen received project fundings from DPWH, as they already have their Priority Development Assistance Fund (PDAF) or the so-called “pork barrel” fund amounting to P70 million each per year. As being one of the second-highest ranking officials of the Philippine House of Representatives, Congressman Garcia’s project proposal to DPWH was given more weight.
The amount of project allocation that Congressman Pabling requested to DPWH was supposedly P100 million but due to some reasons, was cut down to P45 million. Of the 15 municipalities throughout the second congressional district of Cebu, he allocated this amount solely to the Dalaguete side of the Mantalongon-Badian road, as he had made a promise to Dalaguete constituents, especially those who are accessing the road, that he would finish the concreting of 12-km Poblacion-Mantalongon road of which at the moment, a total of around 8 kilometers had already been concreted. When this 3-km road project is completed, it will only leave 1 kilometer section of the whole stretch of the road unpaved.
Engr. Fernando S. Cruz, district engineer of the Dalaguete-based Cebu 4th District Engineering Office (DEO), gave the project profile in a speech in front of municipal officials and employees, barangay officials, DPWH 4th DEO staff and employees, students of Mantalongon National High School, and some residents of Mantalongon. Initially, the project is to be finished in 280 calendar days but QM Builders Construction, the project contractor, promised to finish the project in just 150 days or 5 months, just in time for Mantalongon’s annual fiesta celebration in May. We could expect by that time an ease of travel and an increase of the number of visitors going up in Mantalongon if the project is completed.
He announced that besides this particular project, another P5 million worth of road repair is on-going at Katambisan, Mantalongon and another P10 million amount of undisclosed project also in Mantalongon is about to be bid. These funds are all coming from the ever generous hands of Congressman Garcia.

As one of the highlights of the October-2 cultural celebration of Barangay Poblacion, in honor of Patron Saint Sto. Rosario, the Barangay Government of Poblacion, headed by its Punong Barangay, Ernesto Tangpos, facilitated a rock concert performance by Pupil Band last Saturday at the Dalaguete Sports and Cultural Center. Pupil is a rock band composed of Ely Buendia on frontman duties and guitars, Yan Yuzon on lead guitar, Dok Sergio on bass, and Wendell Garcia on drums. Eleandre Basiño Buendia, popularly known as Ely Buendia, and also once adopting the stage name, Jesus "Dizzy" Ventura, (born November 2, 1970) is a writer and musician who gained fame as guitarist, songwriter, and lead vocalist in the popular Pinoy rock band, The Eraserheads, in the 90s. PCL-Hinunangan Tours Dalaguete

In observance of the PCL Week Celebration, Philippine Councilors League (PCL) of the Municipality of Hinunangan, Southern Leyte spent their last two days of their “Lakbay Aral to the Province of Cebu” in Dalaguete last September 29-30, 2011 with the theme, “Karunungan, Kalikasan, at Kalusugan… Sulong sa Tuwid na Landas ng Lokal na Pamamahala…”. A third-class municipality, Hinunangan is known as the “Rice Granary of the Province”. 27 visitors, composed of the town councilors, department heads and municipal employees, comprises the group and headed by Vice Mayor Veronico Adlao, arrived Thursday morning and departed last Friday. They were being accommodated at Dakong Bato Beach and Leisure Resort and Kyleville Resort, Bar and Restaurant. This group is the first to avail the package tour of the Tourism and Investment Promotion Unit of the Municipality of Dalaguete. They had their snack at Dakong Bato Resort after arriving from Cebu City and proceeded to Just Inn Resort for their lunch. They were entertained at Just Inn that evening by the multi-awarded Rondalla Group of Dalaguete Music Foundation. The group visited Barangay Mantalongon and been amazed by the abundance of vegetables being packed and readied for transport at Vegetable Trading Center. They also went to some familiar tourist destinations of Mantalongon. |
Missing Cellphone Returned to Foreign Tourist
OK, here at last is a story with a happy ending. In Cebu one hears stories almost everyday about somebody's cellphone being stolen. It's almost like the national sport. In November I was riding a bus from Cebu City to Dalaguete. When I got off the bus I noticed my backpack was partially unzipped and my cellphone missing. Immediately I thought, OK, I finally joined the swelling ranks of cellphone snatching victims. But my friend Ana swung into action: using her own cellphone, she immediately called mine and, surprisingly, somebody answered. It was a PNP (Philippine National Police) officer who even identified himself. He said he was on the bus, going to Dumaguete, and would return the phone to me the next day. "Oh sure", I thought, "and pigs will fly to the moon."
The next morning up in Mantalongon I was awakened at 8am by somebody handing me my missing cellphone. The PNP officer had given the phone to a Ceres bus conductor, who carried it to Dalaguete and even jumped off the bus to carry it to a restaurant, where somebody passed it to a motorcycle driver, who brought it 13 km. up into the mountains to deliver it to me. Indeed, there are honest people in the Philippines. |
Delicacies Confab HeldResource speakers from the Department of Trade and Industry (DTI), Department of Science and Technology (DOST) and the Food and Drugs Authority (FDA) converged at the Dalaguete Municipal Legislative Hall last March 31, 2011 to explain to the local delicacies entrepreneurs the legal aspects and the appropriate procedures of legalizing and strengthening their enterprise.
Dr. Elias Tecson, Chief of the Business Development Division of the DTI, emphasized the need for a particular enterprise to have a legal business name, a thing that can be processed in as quickly as ten minutes and a minimal credential requirement of one valid ID card. FDA Supervisor of the Center for Health Development, Ms. Rica Reina Aumentado, reiterated the agency’s requirement that a separate structure other than the entrepreneur’s house must be made wherein to process his or her product. “Such a structure is not necessarily big and well-furnished, as long as it is tidy and conducive to work into,” she added. In his concluding remarks, Mayor Ronald Allan Cesante pledged that the municipality will order in bulk the respective product labels and have it retailed to the entrepreneur concerned at the same wholesale price. Furthermore, he announced that he will look into the possibility of subsidizing the required product analysis of the DOST, which presently costs about a little over P5,000.00 per product. Locally-made and time-honoured delicacies and beverages (like the tableya, torta, bibingkang linatikan, podrida, tostado, empanada, banana meat, and budbod tinambiran), as well as newly-introduced specialties (like pickled vegetables, camote munchkins, camote doughnuts, and carrot jam), are now in the forefront of the local government unit’s campaign for an empowered local enterprise. The municipality is now looking into providing display areas for above-mentioned delicacies at the Foodlane along the Saint William Parish beach front (near the municipal wharf), at the Fr. Ruperto Sarmiento – National Highway junction (beside the Rodolfo Osorio Building and almost fronting Botica Santa Maria), and at the Mantalongon market area. |

With its cool climate and its 1,000 meter elevation above sea level, barangay Mantalongon in the municipality of Dalaguete has been known as the “Summer Capital of Cebu.” But Joe Canton, a former tourism attaché from Mantalongon, said much infrastructure is still needed to make the place live up to the title. The provincial government recognized Mantalongon in a 2006 resolution of the Provincial Board. “We wanted to promote our place as a tourism destination, but first we need infrastructure to accommodate visitors,” Canton said. Canton, who also administers Cristo Rey Mountain Park, said he will have a ten-room hotel built in a portion of their family estate this year. “I was a tourism attaché and I saw good potential for tourism in Mantalongon. If I can promote the country to tourists, why not my place,” said Canton. Mantalongon is also known as the “vegetable basket” of Cebu. Its cool climate is ideal for growing lettuce, tomatoes, cabbage, carrots, herbs and other nursery plants. Mantalongon is also famous for its Osmeña Peak, a favorite destination for mountain climbers. Cristo Rey Mountain Park, a four-hectare property filled with pine trees located near the public market, is another popular destination. Found in the property, owned by Canton’s grandfather Crispin Almagro, are 50-year-old life size statues depicting the Stations of the Cross that makes the place an ideal destination for pilgrims. Canton said that the mountain park has a temperature of 11ºC at night that drops to between 9 to 10ºC in December. Mantalongon is the “little Baguio” in Cebu province because of its location and climate, he said. Hotel construction project that will end in the later part of 2009 is expected to address the need for bed spaces for guests. Rooms and resort cottages for lease are only available in Poblacion, Dalaguete, at least 12 kilometers from Mantalongon. Later, Canton said he intends to build 30 cottages equipped with two bedrooms each. Canton announced his plans to the media on Good Friday. He earlier invited Gilbert Bargayo to play the role of Jesus Christ in the “Pasyon sa Mantalongon”. “I want this Pasyon sa Mantalongon to be a catalyst to introduce Mantalongon and let people know that we have the facility, weather, ambiance and the vegetables to boast of,” Canton said. Jose Maria Canton, administrator of the Almagro Estate where the Cristo Rey Mountain Resort is situated, said that a 10-room hotel will be built on a portion of said property. This despite the fact that barangay leaders, headed by chairman Ruel Reynes, vowed to block any events in the barangay similar to that of the “Pasyon sa Mantalongon” that was staged recently. Canton said that Mantalongon is a “great tourism potential because of its cool climate and abundant vegetables.” And that they are planning to make the “Pasyon…” a yearly affair to invite more tourist visits in Mantalongon. “As a tourism attaché once, I had successfully promoted the Philippines and brought in tourists. Why not do the same in my own place?” Canton said. Mantalongon was declared “summer capital of Cebu” in a resolution of the Provincial Board in 2006. But it was noticed that Mantalongon lacked the infrastructure to house tourists as these visitors and or guests still have to go down, 12 kilometers away, to the Poblacion. The hotel, Canton said, is hoped to be finished by next year. He also mentioned of the building of two-room cottages at specified areas in the Almagro Estate by private investors. The Almagros owned 700 of the 900-hectare total land area of barangay Mantalongon. Canton said his family used to run an abaca plantation in Mantalongon but later on ventured into the propagation of anthuriums when nylon became a tough competition for abaca ropes. Meanwhile, Reynes who is a relative of Canton, said that he and the barangay council will be protesting any undertakings similar to the “Pasyon.” He reasoned out that the event “disrespected the activities and traditions of the Roman Catholic Church aside from the fact that the organizers failed to seek permit from the barangay to stage said play.” In fact, none of the barangay tanods of Mantalongon graced the activity on Holy Friday, supposedly to ensure peace and order there. This month, an in-depth training will be conducted in cooperation with Ocean Bay Beach Resort to hone the skills of the local tour guides.
